[whatwg] scope attribute on td

The scope attribute was created to tell a screen reader to read a table in a
certain way...

But now it has been remove from the spec.

My question is what is going to be replace with?
And if its not replace, how are we going to tell a screen reader how to read
the table, from columns or rows?
